Dette kan da ikke være lov?

[English version below]

IN ENGLISH:

VG.no writes: “The new criminal law of 2005 will probably not be implemented in its entirety undil 2021. This is 16 years after the Parliament voted it in.”

This is just too stupid. What should count most? That the new criminal law has been voted in, or whether the computer systems in the police department work properly?

To know that, for example, Anders Behring Breivik couldn’t be sentenced according to the upgraded maximum penalty for terrorism which was voted in in 2005, for his acts of terrorism in 2011, which would have given him 30 years behind bars instead of 21, tells me that we’re facing either incompetence or indifference and impotence at a high level. If computers fail, there must be something to fall back on. Otherwise it would take little more than a well choreographed hacker attack to ensure that no one could be prosecuted for anything at all.

The Norwegian laws are published in book form every year, so it should damn well be possible to pick up a copy and do some good, old fashioned leafing through pages!
